- Conduction of ground and flight tests complex was established at the Aviastar Ulyanovsk aircraft industrial complex (UAIC) in 1980.
- A unique runway (5100 m long, 105 m wide) was put into operation in 1983.
- Conduction of ground and flight tests complex at the Aviastar UAIC was reformed into the Test-Flight Complex (TFC) in 1983.
- The first test flight of the world's biggest freighter AN-124 “Ruslan”was carried out from the Aviastar UAMC TFC on 30th October,1985.
- The first flight of the passenger aircraft of the new generation Tu-204 with the up-to-date engines PS-90 was carried out from the Aviastar UAMC TFC on 17th August, 1990.
- TFC was reformed into the Airfield complex in 1991.
- According to the RSFSR Governmental Regulation No 23 of 26th November, 1991 international flights clearance of native and foreign aircraft through the Ulyanovsk-Vostochny airfield complex was accepted.
- To organize international flights from the airfield complex state supervisory services
began to form from January, 1992. They include passport check post, customs,
frontier control veterinary post, migration control post, plants quarantine frontier
post, medical-quarantine post.
- According to the Russian Federation Presedential decree No 615 of 30th April, 1994 the Ulyanovsk-Vostochny airfield fell under the category of joint basing airfield.
- The airfield was registered in the Civil Aviation airfield list and opened for flights of
all native and foreign aircraft types such as Boeing-737, 747, Aerobus A-310 of all
options.
- According to the Board of Directors Resolution of the Aviastar open joint-stock company
(OJSC), the Ulyanovsk-Vostochny airport, subsidiary company of the Aviastar OJSC
was found; reconstruction began and necessary services were established at the
airport.
- From 1998 the Ulyanovsk-Vostochny airport , subsidiary company of the Aviastar OJSC was removed from the Aviastar OJSC structure and registered as independent enterprise the Ulyanovsk-Vostochny International airport , closed joint-stock company (CJSC).
- According to the RF FAS (Federal Aircraft Service) order No 205 of 26th June, 98, based on the joint committee resolution, the Ulyanovsk-Vostochny airport was opened for international cargo and passenger aircraft flights.
- The airport has confirmed the conformance certificate in 2003.
