Aircraft security management of the Ulyanovsk-Vostochny International airport CSJC was established and operates in conformity with the Russian Federation air law No 60-FZ of March 19, 1997, the RF Law of March 11, 1992 “About private detective and guard activity in the RF”, the Constitution about Federal system proofing civil air fleet activity from unlawful interference acts, ratified by the RF Governmental Regulation No 897 of July 30, 1994, the RF Transport Ministry Order No 76 and the Constitution about the Ulyanovsk-Vostochny International airport CSJC.
To provide aircraft security measures from unlawful interference acts into airport and airlines activity, passengers’ life and airport staff security, to prevent from attempts upon airport economic damage are the main targets of Aircraft safety management.
Airport organization departments, aircraft operators, based at the airport, organizations using airport services, territorial bodies such as FSS, the Ministry of Home Affaires, the Ministry of Defence, executive power, customs and frontier posts carry out all together the aircraft safety at the airport.
Aircraft security tasks include:
- To organize preflight inspection of aircraft being ready for flights to prevent the subversive activity and outsiders’ penetration at aircraft.
- To examine properly passengers, civil air- crews, staff, hand luggage, baggage, cargos, mail and aircraft side stock to prevent from the unlawful carriage of arms, ammunition, explosives, poisonous, flammable and other dangerous substances and articles banned to carry at the aircraft which can be used for unlawful interference acts.
- To provide security of the most important objects of the airport, aircraft and the civil air fleet.
- To supervise for observance of norms, rules and procedures on the aircraft security at the airport.
- To give aircraft operators and airport’s clients additional services on the aircraft security (aircraft security, additional aircraft inspection, staff study, out of necessity to accompany to the movement of transport and people in the control zone).
Aircraft security management provides consistent required level of passenger health and life safety, hand luggage, baggage, mail, cargo and food on the aircraft side. For this purpose all servants of aircraft safety service took a course in “Special Training”. The perimeter of the airport (18,5 km) is surrounded by reinforced-concrete plates, equipped with the engineer-protective construction-a spiral “I-I”, preventing from penetration of outsiders at the airport. International and domestic halls for passenger and baggage registration have fixed X-ray-television introscopes “Scan-5170".
